Source skills among outsourcers and other suppliers of IT skills to
Government and Commerce across Europe.
This means that developments proposed on Open Source technologies are seen to be at risk due to the perceived shortage of competent skills within both the supplier and user organizations.
It biases the exercise of strategic choice that Open Source now provides in IT procurement decisions.
